
The Reception Center's purpose is to divert youth from juvenile detention who have been arrested for low-level misdemeanors and status offenses. Most of the youth are first time offenders who have committed delinquent acts like shoplifting but are not a threat to public safety and therefore do not require detention in a secure facility.
As part of a juvenile justice reform effort sponsored by the Annie E. Casey Foundation through the Juvenile Detention Alternatives Initiative, the Reception Center is an option for arrested youth who otherwise would have been detained, but are better candidates for non-secure community and neighborhood services.
