Maryland Choices - Voluntary Placement Agreement Diversion

The VPA (Voluntary Placement Agreement) Diversion Program is available to youth at risk of a Voluntary Placement with the Baltimore County Department of Social Services. Youth are served through a wraparound process, with a family-centered and individualized plan of care. Click here to learn more about our approach.

Youth and families that are a good fit for this program are:

• willing to stay in the home placement
• available for intensive, in-home and community-based approaches to care
• prepared to be part of the child and family team

To make a referral, or to make a self-referral, please contact the Baltimore County Department of Social Services. You will be asked to complete a short referral form and may need to provide other documents such as assessments, intake summaries, or other historical documents.
