
Pooled funding and the use of a nonprofit care management entity (Dawn Project) have two big advantages. First, it allows for greater flexibility in the supports that can be provided to youth and their families. Second, it allows for better coordinated and more intensive care management. This results in an increase in the number of youth served in their community while decreasing the amount of time youth spend being served outside of their community. This cost avoidance allows for youth to be served more naturally in their own community, which helps better prepare both the youth and family for independent living without intensive and expensive out-of-home services.
