What is High Fidelity Wraparound?

Wraparound is a process of individualized care planning for youth with complex needs and their families that proceeds through four phases and is guided by 10 principles, as defined by the National Wraparound Initiative. The Wraparound Fidelity Index (WFI), a tool that uses interviews with individual care team members, was developed by researchers to measure the extent to which communities apply the principles of wraparound in services for youth and families (Bruns, Suter & Burchard).

High fidelity wraparound, as measured by the WFI, is associated with better outcomes for youth and higher family satisfaction. Choices scores in the WFI are among the highest in the nation. Most recently, Baltimore City’s WFI report stated “overall fidelity scores over the last year are averaging between “good” and “superior” in Baltimore City.
